WALTHAM PATCH STORM CENTER, UPDATES, CLOSINGS & MORE: 7:50 p.m.:     With a winter storm heading toward Waltham, a snow emergency has been declared for 6 p.m. on Dec. 29. The declaration means on-street parking is prohibited, according to the Waltham 911 Dispatch Center Twitter feed. Cars left on the street are subject to being towed, according to Michael Chiasson, the Director of the Consolidated Public Works Department.
