Bill Would Make It Easier to Get Information About Local Sex Offenders

In wake of the John Burbine case, local lawmakers propose changes to the way sex offenders are registered.

If a new bill becomes law, you will be able to go to your local police station to find out who are the convicted sex offenders who live in your area. The legislation would not only make additional information on Level 1 sex offenders available to the public, but also would automatically classify anyone convicted of a sex offense against a child as a Level 2 offender. The legislation comes in response to charges against John and Marian Burbine, both of Wakefield. John Burbine is facing 100 charges involving the sexual abuse of young children, while his wife is charged with multiple counts stemming from the illegal day care she operated. John Burbine was classified as a Level 1 sex offender after a 1989 case involving several young …

Report: Senate GOP To File Bill In Response To Burbine Case

Fox 25 Report says Senate Minority Leader Bruce Tarr will introduce bill Friday aimed at closing loopholes in sex offender registration system. Back in December, State Senator Katherine Clark raised some similar ideas.

As promised last month after news of the John Burbine sex abuse case first broke, state lawmakers plan to introdue a bill aimed at closing loopholes in the sex offender registration system. A Thursday, Jan. 17 report on MyFoxBoston says that State Senate Minority Leader Bruce Tarr will introduce a bill on Friday, Jan. 18 that would allow all Level 1 sex offender information to be made public. It would also allow an offender to be reclassified if new information came up about them. Currently, only personal details and photos for Level 3 offenders are made public.  The article also quotes Wakefield Police Chief Rick Smith as saying that he supports the previously mentioned items, while also citing the need for better inter-agency …

Burbine Attorney: Media Coverage Has Been Fair So Far

Attorney Bill Barabino of Wakefield took a minute to discuss how the media has covered his client, John Burbine, so far.

Wakefield attorney Bill Barabino has a task that few would envy. Barabino is responsible for defending a client, John Burbine, in what the district attorney has called one of the worst child sex abuse cases in recent memory - while also working amid very intense media attention to the case. In a phone conversation on Tuesday, Jan. 15, Barabino said the media coverage of his client's case has been fair so far.  "I think people have reportedly accurately the facts that have been represented in court," said Barabino, adding that nothing specific came to mind about a story that was unfair or inaccurate in the region's media. The Wakefield-based attorney noted that if concern does come up during a trial about a jury having been excessively …

Senate GOP Plans Comprehensive Sex Offender Legislation

Mass. Senate Republican Leader Bruce Tarr plans to introduce legislation in January.

Senate Republicans expect to file comprehensive legislation during the new session aimed at reforming how information about sex offenders is shared between law enforcement and other officials. The bill is a response to the ongoing case involving Wakefield resident John Burbine and some 100 counts of child sex abuse he is facing. His wife, Marian, is also facing charges in the case for running an illegal daycare and for reckless endangerment. One of his alleged victims is from Waltham.  Burbine’s original classification suggested his risk of re-offense was low, and the public would not benefit from the disclosure of his information; however, subsequent facts have proven this assessment was inadequate and needed to be adjusted accordingly.  …
