What Was The Voter Turnout in Waltham's Election?

How could the city boost voter turnout?

In Tuesday night's citywide election, 22 percent of Waltham voters cast ballots, according to election results.

Specifically, 7,631 people cast ballots out of 34,039 registered voters. 

That figure could be considered, so, what could be done to boost future turnout? More promotion of the election by the city, change in pollings hours or locations?
