Time Restrictions for Reverse 911 Calls in Waltham?

In the wake of a Waltham man recently going missing, the city made a reverse 911 phone call to residents at around 11:30 p.m. to notify the public of his circumstances. However, some residents, as evident in comments on Waltham Patch and the Waltham Police Facebook page, were not happy with the time of the call.
