It's EXTREMELY important to note that the law says "when traffic control devices are not in use" this means pedestrians in a cross walk with a no walk signal are breaking the law. If Waltham police want to be even more helpful they should also ticket pedestrians outside of crosswalks and those crossing when not allowed. Three of your stated cases above are people struck outside of crosswalks. It's the pedestrians not obeying the laws not the drivers.

I sure hope these fines are also enforced with police officers who continually drive through crosswalks without stopping for pedestrians. I can't tell you how many times I've been trying to cross Main St., clearly in the crosswalk, and a cruiser goes right past me, usually they're on their phone and don't even see me or pretend not too. Fair is fair, right?

Genuine question - what does in the cross walk actually mean? Do I have to stop if the pedestrian is waiting to cross, but standing on the sidewalk? Or do I only have to stop if the pedestrian is actually in the process of crossing the street?
