Auditing Department
Responsibilities: The City of Waltham is currently accepting resumes for the City Auditor position. The Auditor is responsible for the overall preparation of the operating and capital improvement budgets; oversees the preparation, specific analysis and interpretation of official financial statements; oversees the development, installation, and supervision of the application of procedures to control and account for the City's revenues/expenditures; responsible for the audit of departmental accounting records ensuring that all municipal financial transactions comply with applicable laws; prepares the bond prospectus and other financial disclosure information used by external financial parties to facilitate the sale of bonds/notes.; prepares the annual City financial report for the Mayor and selected distribution. Prepares and administers a variety of City budgets including auditing, health/life insurance, debt service and retirement systems. Serves as Chief Financial Officer for the City. Serves as Ex-officio member of the Retirement Board. Serves as the chief labor contract negotiator for all City collective bargaining units. Assists department heads in the interpretation of labor contracts. Arbitrates grievances. Serves as Clerk of the City Council Committee on Finance and Committee of the Whole. Prepares appropriation, transfer and all other orders relating to the City's financial operation. Prepares committee recommendations for City Council adoption. Advises the Mayor on financial matters and other recommendations for submission to the City Council. Advises department heads on financial, budgeting and internal accounting control activities and issues affecting revenues/expenditures. Represents the City in contacts with bond rating agencies, financial institutions, state agencies, labor relations board and other external financial/technical parties. Coordinates the City-wide implementation of all Governmental Accounting Standard Board directives. Maintains and enhances current knowledge of Massachusetts municipal finance laws, local ordinances on finance, collective bargaining through attendance at various seminars and literature. Performs similar or related work as required, or as situation dictates.
Qualifications: Municipal auditing experience required. Bachelor's degree in accounting or finance and Certified Governmental Accountant status; a Master’s degree in finance, public administration or a related field are preferred; more than ten years of progressively responsible municipal accounting/finance/auditing/budgeting experience; related finance experience; or any equivalent combination of education and experience. Eight years experience in all aspects of Collective Bargaining. Must successfully pass a (CORI), background check, pre-employment physical and drug test, and the signing of Disclosure and Condition Form/City Council Rule 35.
Salary: $98,347 + stipend; includes excellent benefits
